“中國家居商品交易中心”規(guī)劃設計方案招標公告
天津市華運商貿(mào)物業(yè)有限公司就“中國家居商品交易中心”項目規(guī)劃設計方案進行招標,招標將采用公開的方式,謹向國內(nèi)外著名設計公司發(fā)出“中國家居商品交易中心”項目總體規(guī)劃設計方案的招標邀請,現(xiàn)就有關(guān)事宜告知如下:
一、項目名稱:
“中國家居商品交易中心”建設項目
二、建設規(guī)模:
建設地點位于天津市河東區(qū)津濱大道160號,天津市華運商貿(mào)物業(yè)有限公司地址用地內(nèi)。項目用地建筑紅線范圍面積約為16.0萬平方米,項目地上總建筑面積為55萬平方米。本項目為整體商業(yè)地產(chǎn)項目。項目功能由商業(yè)、辦公、商務公寓三大部分組成。
三、招標時間:
2007年6月20日至2007年7月5日,資格預審報名。
2007年7月5日至2007年7月10日,確定入圍設計公司。
設計公司提交設計投標文件時間另行安排。
設計投標文件遞交地點及開標地點:天津市華運商貿(mào)物業(yè)有限公司辦公樓內(nèi)。
四、工作內(nèi)容:規(guī)劃方案設計,包括建筑單體方案及咨詢服務。
五、資金來源:自籌。
六、項目設計定位:
項目基本定位:以家居為主題,以天津國際化海港、空港口岸為依托,以物流為基礎(chǔ),以展示、博覽為先導,以設計、研發(fā)為后盾,以信息化為手段,是展示結(jié)合銷售一站式的家居商品交易場所,并提供包括建材、飾品、家居、設計、施工、家政、租賃等與日常家居相關(guān)的各項軟、硬件服務。高起點、高檔次地搭建我國北方最大的商貿(mào)物流平臺和展示采購中心,促進天津市現(xiàn)代化國際港口大都市和我國北方重要經(jīng)濟中心的建設。項目建成后,將具有以家居為中心的并具有交易、物流配送、信息服務、技術(shù)研究和技術(shù)交流、觀光休閑等多種功能。成為立足天津、服務環(huán)渤海、輻射“三北”、面向東北亞的國際商貿(mào)物流中心。將進一步增強天津作為環(huán)渤海區(qū)域中心城市的聚焦和輻射能力,使天津?qū)ξ覈w經(jīng)濟和行業(yè)經(jīng)濟的發(fā)展發(fā)揮更大的導向和輻射作用,從而加快天津市現(xiàn)代化港口國際化大都市和我國北方重要經(jīng)濟中心的建設步伐。該項目是以“家”為概念的大型主題MALL項目,在運營模式上既區(qū)別于大型百貨零售商場,又不等同于一般超市、批發(fā)市場,是集多種業(yè)態(tài)于一身的商業(yè)運作模式。項目建成后,將是天津市首家規(guī)模最大的主題MALL項目。
七、設計深度及成果要求:
設計方案應充分體現(xiàn)項目定位要求,結(jié)合本地區(qū)的發(fā)展提出建設性建議和目標。深度要求為概念方案深度。
成果要求為:需提供表達規(guī)劃內(nèi)容的文本及縮圖文件6套,文本規(guī)格為A3幅面,提供主要彩色展示圖,展示圖幅面、圖紙內(nèi)容、比例不限,以表清設計意圖為準,并附必要的文字說明及主要建筑物效果圖。全部設計成果均以光盤形式提供電子文檔,且制作演示文稿,供方案介紹使用。
八、報名條件:
1、資格要求:設計公司必須具有設計超大型商業(yè)建筑的經(jīng)驗及業(yè)績。
(1)國內(nèi)設計公司同時至少具備下屬任何一種資質(zhì):A.城市規(guī)劃設計甲級資質(zhì);B.建筑設計甲級資質(zhì)。
(2)國外或香港、澳門、臺灣的設計公司應具有相應的設計資格證書。
2、報名文件(裝訂成冊):
(1)設計公司簡介。
(2)企業(yè)法人營業(yè)執(zhí)照副本和相關(guān)資質(zhì)證書復印件。(加蓋公章或簽字)
(3)設計單位承擔同類型項目的業(yè)績。(加蓋公章或簽字)
【注明】設計單位的項目業(yè)績資料應注重大型商業(yè)建筑設計業(yè)績介紹,包含:項目名稱、項目地點、項目規(guī)模(工程總投資、占地面積)、所承擔的設計內(nèi)容(方案設計或投標、初步設計、施工圖設計)、主要設計人員、項目完成情況(設計階段、施工階段、已經(jīng)完成)、項目獲獎情況、項目業(yè)主單位情況(名稱、通訊地址、聯(lián)系人***
(4)法人代表授權(quán)委托書、委托人身份證復印件。(加蓋公章或簽字)

九、資格預審:
凡對該項目有意向的設計公司請準備報名文件,按上款要求的時間、地點遞交。招標人根據(jù)報名資料,選定多家設計單位參加本項目的投標活動,由業(yè)主發(fā)出資料預審通過通知書。
十、投標保證金:
被確定的投標人需交納投標保證金壹萬元人民幣,待中標人確定的投標人中途退出,則沒收其投標保證金。
十一、補償費用:
招標人將組建評標委員會,對所有設計方案進行審議,并推薦出三個較好的方案為中標后選方案,最終確定中標方案及名次。并給與參加投標的投標人一定的補償費用:根據(jù)評標結(jié)果排序第二名的投標人給與8萬元人民幣的補償費;第三名的投標人給與6萬元人民幣的補償費;其余的投標人將給與3萬元人民幣作為成本補償(材料、內(nèi)容完整及規(guī)范)。取得補償費用的投標單位,其成果歸招標人所有。凡經(jīng)評審確定為無效方案的設計單位,招標人將不給與任何補償費用。
如果出現(xiàn)下列情況之一,設計方案將被視為無效:
(1)內(nèi)容不全或自己模糊,辨認不清的;
(2)設計成果嚴重違反本項目要求,或技術(shù)經(jīng)濟指標嚴重失實,或被2/3以上專家評委成員認為嚴重不符合本次招標要求的;
(3)涉及作品已發(fā)表過或2/3以上評為認為抄襲其他類似方案或雷同的;
(4)據(jù)查證設計公司為有名無實或借用名譽的;
(5)逾期未送達的方案(如遇交通方面的原因,應及時告知招標人,并出具有效證明);
十二、報名及報名資料遞交方式:
有意參加投標的設計公司必須在報名截止時間前將填好的(簽字并加蓋公章)報名文件,采用送達或特快專遞良種方式遞交到招標人。

Tianjin Huayun Commerce, Trade and Estate Co., Ltd invites public bidding for the design plan of the project of “Household Articles Exchange Center in China”. The public bidding invitation is open. Our company invites public bidding for the design plan of the project of “Household Articles Exchange Center” to the famous domestic and foreign design company. The related issues are as follows.
I. The name of the project
The project of “Household Articles Exchange Center in China” Construction
II. The scale of construction
The center is located in the No. 160 in Jinbin Avenue, Hedong District, Tianjin, which is also the address of Tianjin Huayun Commerce, Trade and Estate Co., Ltd. The acreage of the property line range is 160 thousand m2. The actual construction occupies 160 thousand m2. The project is an integrated commercial real estate project. The function of the project is divided into three parts, which are commercial apartment, office building and business apartment.
III. The schedule of public bidding invitation
From June 20, 2007 to July 5, 2007 preliminary qualification checkup signing-up
From July 5, 2007 to July 10, 2007 the dominated design companies are fixed.
The time of tender document submission will be arranged at some other time.
Tender document submission and tender opening occurs inside the office building of Tianjin Huayun Commerce, Trade and Estate Co., Ltd.

VI. Project positioning
It is a one-stop household article Exchange center, who relies on Tianjin international seaport and airport, is based on logistics, is guided by display and exhibition and whose subject is household, whose backing is design research and development and whose means is information. The center will provide the software and hardware services which are related with household, including building material, decorations, household articles, designs, construction, housekeeping,release. It will be the slap-up and the biggest commerce, trade and logistic platform in the Northern China as well as the exhibition and shopping center. The center will promote the construction of Tianjin which is the international seaport metropolis and also the important economic center in the Northern China. After the project is completed, its function will be household article exchange, logistics and delivery, information service, technology research and exchange and sightseeing. It will be the international commerce, trade and logistics center which is based on Tianjin, serving the Bohai River Area, influencing the North, northern east, northern west of China and facing the Northern East Asia. It will make Tianjin more influential and serve a guiding function in the Chinese economy. In this way it can accelerate the construction speed of Tianjin. This is a grand theme mall project whose theme is “home”. In the operational mode, it is different either from the big retail shopping center or the supermarket or the wholesale market. It is a kind of business operational mode which combines many forms. After the project is finished, it will be the first and largest theme mall project.
VII The requirement for the design depth and works
The design plan should represent the positioning of the product and proposes constructive suggestions and objectives based on the local development. The design depth refers to the depth of the concept plan.
The requirement for the works is as follows: The design company should provide six copies of texts which can express the plan contents and miniature documents, the specification of which is A3. It should also provides the main colored display pictures whose size, color content and proportion are not limited. The only requirement for the pictures is that they can express the design idea clearly. Necessary explanation and architectural effect picture should be affixed. All the design works should be submit in the form of CD. The company should make PowerPoint in order to introduce the plan.
VIII. Signing-up qualification
1. Qualification requirement: The design company must own the experience and performance of designing extremely big business building.
(1) The domestic design companies should be equipped at least with one of the following qualification: A: qualification A for the city plan design. B: Qualification A for the construction design
(2) Foreign design companies and the companies of Hongkong, Macao and Taiwan should own the related design qualification certificate.
2. Signing-up documents (The documents should be bounded)
(1) introduction of the design company
(2) the duplicate of the business license for enterprise of the legal person and the duplicate of the related qualification certificates. (official seal or signature is required)
(3) the performance of the related projects undertaken by the design company (official seal or signature is required)
[ explanation ] The project performance material of the design company should focus on the introduction of the design work of the big business building, which includes: the name of the project, the location of the project, the scale of the project, the scale of the project (the total investment of the project and the acreage), the design content (plan design, tender submission, initial plan and construction design) ,Chief design personnel, the completion status of the project (design period, construction period, completion), the awards of the project, the information of the owner (name of the company, contact address, name and telephone number of the person to be contacted ), the picture of the project (design picture and actual outdoor scene picture)
(4) the duplicate of the trust deed and consigners’ ID card(official seal or signature is required)
(5) The resume and qualification certificate material of the project principal and major design staffs, as well as the introduction of the design of the same kind of project in the recent three years (official seal or signature is required)
IX Preliminary qualification checkup
The design companies who have intentions on the project should prepare signing-up document and submit it in the required time and place. Based on the signing-up material, the tenderee will choose several design companies to participate in the tendering activity. The owner will issue pass notification of the material preliminary checkup.
X Tender bond
The chosen tenderer needs to submit tender bond which is 10 thousand RMB. If the chosen tenderer drops out, the tender bond will be withheld.
XI Compensation fees
The tenderee will organize a judge committee, who will judge all the design plans and choose three good plans as the standby plans. The committee will decide which one is the successful bidder, as well as the places of the tenderers. The tenderers who participate in the bidding will be compensated. The tenderer in the second place will gain 80 thousand RMB. The tenderer in the third place will gain 60 thousand RMB. Other tenderers will get 30 thousand as cost compensation (the material and content are complete and normative). The works of the tenderers who have got the compensation belong to the tenderee. The tenderee will not pay for the tenderers whose plan is recognized as no effect.
If the following situation occurs, the design plan is regarded as no effect:
(1) The content is incomplete or blur. It is difficult to recognize the design plan.
(2) The work of the design violates the requirement of the project seriously. The technical and economic index is false. Or more than 2/3 of the committee members hold that the design violates the requirement of the project seriously.
(3) The work has been publicized or more than 2/3 of the committee members hold that the work plagiarizes other plans or is similar with other plans.
(4) It is investigated that the design company is merely nominal or adopts others’ name.
(5) The delayed plan (if there is transportation problem, the tenderer should notice tenderee and issue effective certificate)
XII Signing-up and the signing-up material submission means
The design companies who intend to participate in the bidding must deliver the filled signing up document (with signature or seal) in person to the tenderee or send it by EMS before the deadline.
(1) the deadline is 18:00 PM on July 5th ,2007. The time of the mailed document is the arrival time.
