項目概況：本次采購的*套三甘醇脫水及再生系統(tǒng)安裝在HZ**-*平臺的底層甲板。

貨物名稱：三甘醇脫水及再生系統(tǒng)
數(shù)量及規(guī)格：三甘醇脫水及再生系統(tǒng)*套（含*套天然氣進口濾器橇、*套TEG接觸塔撬、*套TEG再生撬）。處理量：***x***Sm*/d
交貨計劃：
從中華人民**國關(guān)境內(nèi)提供的貨物：合同生效之日起*個月內(nèi)主體設(shè)備須交貨至項目****建造現(xiàn)場或****項目建造現(xiàn)場。主體設(shè)備包含：所有塔器、容器、換熱器、電加熱器設(shè)備及泵。主體設(shè)備以外的其它供貨期較長的儀表、閥門等附件在合同生效之日起**個月內(nèi)交貨至項目****建造現(xiàn)場或****項目建造現(xiàn)場。投標(biāo)人須在三甘醇脫水及再生系統(tǒng)單系統(tǒng)調(diào)試前在項目建造現(xiàn)場完成附件安裝和撬內(nèi)相關(guān)的測試。
從中華人民**國關(guān)境外提供的貨物:合同生效之日起*個月內(nèi)DAP整體交貨至****港或*****。
*、對投標(biāo)人的資格和業(yè)績要求：
(*) 資格要求及證明文件
a.是否接受聯(lián)合體投標(biāo)：不接受。
b.是否接受代理商投標(biāo)：不接受。
c.如投標(biāo)人所投設(shè)備的技術(shù)工藝包非投標(biāo)人自有，投標(biāo)人應(yīng)得到技術(shù)工藝包所有者同意其在本次投標(biāo)中采用該技術(shù)工藝包的正式授權(quán)書。????
d.三甘醇系統(tǒng)設(shè)備的成撬廠商應(yīng)取得有效的ISO****質(zhì)量管理體系認(rèn)證并在投標(biāo)文件中提供ISO****質(zhì)量管理體系認(rèn)證證書掃描件。
e.投標(biāo)人應(yīng)承諾對三甘醇脫水及再生系統(tǒng)撬內(nèi)所有電氣設(shè)備及儀表部件均要取得防爆證書，并根據(jù)《強制性產(chǎn)品認(rèn)證目錄》的要求取得中國強制性認(rèn)證（*C）證書（注：防爆型可燃?xì)怏w報警（探測）器、防爆溫度儀表、流量儀表、壓力儀表、液體（物位）儀表等五種計量類防爆設(shè)備不在CCC范圍內(nèi)）。防爆、防護等級為IP**，并滿足SIL*等級要求。電機適用于所在區(qū)域的防爆分類，能效等級應(yīng)滿足GB *****-****二級能效要求。
f.投標(biāo)人應(yīng)承諾委托船級社（CCS、ABS、DNV、BV四家之一）對三甘醇脫水及再生系統(tǒng)設(shè)備整體進行檢驗并獲得檢驗證書。投標(biāo)人應(yīng)在投標(biāo)文件中明確所選擇的認(rèn)證機構(gòu)。設(shè)備檢驗證書須為B類證書，滿足CA+W取證要求。
(*) 業(yè)績要求：
????本次投標(biāo)技術(shù)工藝包自****年*月*日起至投標(biāo)截止日（以合同簽訂時間為準(zhǔn)）至少具備*套用于海上油氣生產(chǎn)設(shè)施（如平臺、FPSO、FSOU）或海上油氣陸地接收終端的三甘醇脫水及再生系統(tǒng)業(yè)績（處理能力不小于***x***Sm*/d)；如投標(biāo)人僅為三甘醇脫水及再生系統(tǒng)成撬商，還須具備自****年*月*日起至投標(biāo)截止日（以合同簽訂時間為準(zhǔn)）至少*套海上油氣生產(chǎn)設(shè)施上（如平臺、FPSO、FSOU）或海上油氣陸地接收終端的油氣水處理系統(tǒng)壓力容器類設(shè)備成撬業(yè)績。
????投標(biāo)人須按規(guī)定格式提交業(yè)績表和相關(guān)業(yè)績證明文件：*. 銷售合同復(fù)印件 *. 用戶現(xiàn)場調(diào)試報告或用戶使用證明或用戶驗收證明）
????投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同名稱、合同簽訂日期、用戶名稱、設(shè)備處理能力、貨物名稱、供貨數(shù)量、使用環(huán)境。
*. 有興趣的合格投標(biāo)人可通過以下方式獲取招標(biāo)文件：

*. CNCCC InternationalTendering Co., Ltd. (hereinafter called “Tendering Agent”), for and on behalfof CNOOC China Limited (hereinafter called "Purchaser") invitessealed bids from eligible bidders for the supply of following equipment:

Project Overview: The purchased TEG System will be installed on the Lower Deck of Huizhou **-* Oilfield DPP Platform.

TEG System
The main devices of the TEG System shall arrived at Zhuhai or Qingdao Construction Site no later than* months after Effectiveness of Contract. The main device includes: all tower, container, heat exchanger, electric heating device and pump.
Other long-lead items shall arrived at Zhuhai or Qingdao Construction Site no later than** months after Effectiveness of Contract.
The Bidder must complete the skid mounted and relevant tests at the project construction site before commissioning of each TEG skid.
Shallarrived at Zhuhai or Qingdao Seaport (DAP Incoterms ****) no later than* months after Effectiveness of Contract
★*. Requirements for Qualification and reference of Bidder:
(*) Requirements for Qualification of Bidder:
a) Joint Bids: Not Acceptable
b) Agent Bids: Not Acceptable.
c) If the technical package of the TEG system offered by the Bidder is not owned by the Bidder, the Bidder shall obtain and submit a formal letter of authorization issued by the owner of the technical package.
d) The manufacturer of the Bid Goods shall obtain ISO**** Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
e) Bidder shall promise to obtain?explosion-proof certificate?for?all explosion-proof electrical equipment and instrument components in TEG System。?and the products which have been included in the Catalogue of the Mandatory Products subject to the China Compulsory Certification (CCC) shall be certificated. (explosion-proof combustible gas detector, explosion-proof temperature measurement gauge, flow rate gauge, pressure gauge and liquid level gauge/meter is not in the list of CCC mandatory). The explosion-proof and protection grade is IP**, and meets the requirements of SIL * grade. The motor is applicable to the explosion-proof classification of the area, and the energy efficiency index shall be level II of GB *****-**** .
f) Bidder shall promise to obtain the Third party certification for TEG System issued by a classification society (one of * classification society, i.e. CCS ABS,DNV,BV). The cost for third party certification shall be at SUPPLIER’s account. The bidder shall specify the selected certification authority in the tender document.
(*) Requirement for Bidder's reference:
From January *, **** to the bid deadline (subject to the contract signing time), the technical package of this bid has at least * sets of TEG?Systems?(with a processing capacity of no less than ***x***Sm*/d)?for offshore oil and gas production facilities (such as Platform, FPSO, FSOU) or Onshore Terminal of Offshore Oil & Gas Fields; If the bidder is only a skid builder of TEG?System, it?shall also have at least * sets of performance references of pressure vessel(for oil, gas and water treatment system)which operated on Offshore oil and gas production facilities (such asPlatforms, FPSO, FSOU?)?or Onshore Terminal of Offshore Oil & Gas Fields from January *, **** to the bid deadline (subject to the contract signing time).
The Bidder shall submit the Reference List in given form, and provide corresponding documentary evidence, which include at least as following :

The corresponding documentary evidence submitted by the Bidder shall at least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance(Platform or FPSO,FSOU etc.).
